Grasping the opportunity to leap forward
"In the past 40 years of reform and opening up, the textile industry has continuously promoted the improvement of total factor productivity and added value of products, forming the most complete industrial chain in the world, and the product structure has become more diversified, achieving a leap from scale development to quality development." China Textile Industry Union Sun Ruizhe, president of the China National Garment Association and the 4th executive director of the China National Textile and Apparel Council, pointed out that since the 18th National Congress of the Communist Party of China, the textile industry has focused on supply-side structural reform. The overall innovation capability, technical equipment level and product development capability have been greatly improved.
The data shows that China's total fiber processing has grown from 1.76 million tons in 1978 (less than 10% of the world's total) to 54.3 million tons in 2017, an increase of 18.7 times. In 1978, China’s trade deficit was 1.13 billion U.S. dollars, of which trade and clothing trade surplus was 1.03 billion U.S. dollars. In 2017, the textile and apparel trade surplus was 248.89 billion US dollars, which was 241.6 times that of 1978, accounting for 58.9% of the total trade surplus of goods.
The textile industry has actively integrated into the globalization trend, grasping the development opportunities and realizing the extension from the domestic market to the international market. In the 1980s, the industry followed the historical trend of global industrial transfer and opening up, and the "three to one supplement" export-oriented economy developed rapidly. After China joined the WTO in 2001, especially after the global textile trade was abolished in 2005, China's textile industry entered the fast lane of globalization. China's textile and apparel exports jumped from 2.15 billion US dollars in 1978 to 274.51 billion US dollars in 2017. It has increased by 126.4 times and accounted for 35.8% of the global textile and apparel exports.
In the 40 years of exploration, the textile industry has deepened independent innovation, and the overall manufacturing capacity of the entire industrial chain has reached the international advanced level. In 2016, the labor productivity of textile enterprises above designated size was 791,600 yuan/person, 44.5 times that of 1978. Fiber material technology is developing rapidly. A number of fiber independent technologies such as carbon fiber and aramid have broken foreign monopoly. Textile manufacturing technology began to transform into a smart, green, and service-oriented direction. The scene economy, platform economy, and sharing economy have been widely infiltrated, and new industry models and new services have emerged.
"Currently, the focus of the textile industry's use of international resources has shifted from the initial introduction of products, capital, and technology to 'going out', and the practice of 'going out', production 'going out', capital 'going out' The brand's 'going out' leap." Sun Ruizhe said that at present, backbone textile enterprises actively carry out global industrial chain layout and cross-border resource integration through greenfield investment and capital operation. As of the end of 2017, the textile industry's overseas investment stock reached 8.81 billion US dollars, with an annual business income of more than 10 billion US dollars.
Coping with challenges and actively innovating
At present, the development of the industry is facing new situations and new changes. From the perspective of the external environment, the world's development momentum is undergoing profound adjustment. On the one hand, driven by technological innovation and trade cooperation, factor resources continue to break through geographical, organizational, and technological boundaries and accelerate flow on a global scale. The global industrial chain, value chain and innovation chain are deeply intertwined. On the other hand, the relative importance of different elements and the resource endowment advantage between different countries are changing significantly. The production capacity and the focus of the consumer market are shifting to emerging market countries. The global industrial division of labor is reshaping and international competition is becoming increasingly fierce. Global trade relations have become more complex and trade frictions have become more frequent.
Despite the significant increase in the instability and uncertainty of global economic development, the textile industry has generally maintained a stable operation since 2018, and exports have continued to pick up. According to customs statistics, from January to August, China's total textile and apparel exports (excluding Chapter 94) was US$181.4 billion, up 3.7% year-on-year, and the growth rate was up 2.9 percentage points year-on-year.
Sun Ruizhe reminded that under the background of complex changes in the international and domestic situations, the market is undergoing structural changes in four dimensions, which deserves industry attention.
The first is the change in the structure of the industrial chain, and the manufacturing value is being re-recognized. As information technology is deeply integrated into all aspects of the textile value chain such as design, R&D, production, and service, industry companies have begun to shift from providing products to providing experiences, from manufacturing to service manufacturing, from providing equipment to providing total solutions. . With the direction of intelligence and service, the manufacturing process is gradually becoming the center of industrial innovation and value realization.
The second is the change of the structure of the elements. As a factor, knowledge is deeply integrated into the global economy, and the role of innovation is increasingly prominent. Knowledge-intensive industries have become an important industry for promoting global economic growth. As far as the textile and garment industry is concerned, in the deep integration of information technology, textile technology, material technology and environmental protection technology, the supply methods are more abundant, and the combination innovations such as smart wearable and multifunctional textiles are developing rapidly.
The third is the change of channel structure. As an important industry outlet and value channel, the new economy plays an increasingly important role in promoting economic and social development and meeting people's needs for a better life. E-commerce, as an important component of the new economy, is particularly evident. However, due to the large scale, wide area, new technology model and rapid growth of iteration, the new economic related fields are lagging behind in policy formulation and supervision, and it is urgent to develop.
